Dennis maintains a kinetic practice backed by decades of on-the-ground advocacy experience. He is an equally capable litigator and compliance attorney, providing his clients not only with fervent representation, but also with seamless service and comprehensive insight. Substantively, Dennis’s practice focuses on First Amendment, redistricting, and election-related litigation and appellate practice as well as campaign finance and tax-exempt organizations’ compliance. Dennis regularly co-authors amicus briefs and appellate briefs in the Supreme Court of the United States, the various federal courts of appeals, and state supreme courts. Dennis has also authored and co-authored several articles in academic journals and with the Congressional Research Service in the Library of Congress.

Dennis comes to Lex Politica from the Office of the Virginia Attorney General, where, since 2023, he served as the Commonwealth’s lead election lawyer, a Senior Assistant Attorney General, Section Chief for Election Law, and Special Counsel to the Virginia Board of Elections, Department of Elections, and Commissioner of Elections.

Before serving the Commonwealth of Virginia, Dennis was Of Counsel at a boutique political law firm with a national practice based in Washington, D.C. There he represented tax-exempt organizations, candidates, campaigns, and corporate entities in the areas of campaign finance, election law, and redistricting as well as serving as Deputy General Counsel to the Republican Governors Association and General Counsel to American Exceptionalism PAC.

Prior to his time in private practice, Dennis served as a judicial law clerk to the Honorable Justice Carmen E. Espinosa on the Connecticut Supreme Court.

He earned a Juris Doctor, magna cum laude, from Syracuse University College of Law; a Master of Public Administration from the Maxwell School of Citizenship and Public Affairs; and a Bachelor of Arts, cum laude, in Politics from Fairfield University.

By the time Dennis began his legal career, he already had a long history in the advocacy space, having worked as a political consultant in his home state of Connecticut, running campaigns for local, state, and federal offices.

Dennis now brings his decades of experience in the advocacy space to bear in Lex Politica’s Political Law Practice in Washington, D.C.

Dennis is licensed to practice in the District of Columbia, Virginia, and Connecticut.
