Michael Garcar

Based in Ohio, Mike Garcar represents for-profit companies and tax-exempt organizations in a wide variety of corporate and compliance matters. His representative work on behalf of for-profit companies includes advising the company and board of directions on corporate compliance and governance matters, including the establishment of appropriate policies and procedures and compliance with corporate formalities. His representative work on behalf of tax-exempt organizations, such as 501(c)(3) charitable organizations, 501(c)(4) social welfare organizations, and 501(c)(6) trade associations, includes all aspects of corporate and tax matters. For example, he assists with nonprofit formations, governance issues, drafting vendor and consulting agreements, applying for federal and state tax-exempt recognition, advising on the IRS rules governing lobbying and political activities, and preparing and reviewing required tax disclosures, notices, and filings.

Elizabeth’s professional experience includes serving as counsel to the Chairman of the Federal Election Commission and practicing at a premier election law firm in Washington, DC. She has worked with numerous campaigns, candidates, non-profit organizations, political organizations, corporations, LLCs and lobbyists with legal needs ranging from organization and dissolution to contract negotiations, federal and state filing requirements and everything in between. She prides herself on developing meaningful relationships with her clients in order to fully understand and communicate what it takes to get to “yes."

Sara A. Cutter is an associate attorney in our Washington, D.C. office. She is a graduate of George Mason University, Antonin Scalia Law School and has extensive experience in the political field.

During her education, she served as the Editor-in-Chief of the Journal of Law, Economics & Policy, and President of the Republican Lawyers Association at Scalia law. She has a pending publication entitled “Phonies and Cronies: Regulating America’s Political Consultants.”

In addition to assisting clients with New York State lobbying and campaign finance reports, Michael also worked with candidate and party committees to organize fundraising events in support of numerous state legislators.

Katherine Fisher is a Compliance Director at Lex Politica, where she leverages her extensive experience in compliance management and legal research to support the firm's commitment to regulatory excellence and corporate governance. Prior to joining Lex Politica, Katherine was instrumental in building and leading the compliance department at a national solar contractor, where she managed a complex portfolio of state and local licenses, addressed consumer protection matters, and ensured regulatory compliance across more than 40 corporate entities. Her proactive approach to identifying and mitigating risks significantly enhanced the company's organizational resilience and governance practices.

Austin Halvorson*
Director of Strategic Initiatives

Austin Halvorson serves as Director of Strategic Initiatives to Chris Gober and helps manage various operations at Lex Politica. During the 2021 Texas legislative session, Austin worked for the Texas Senate Committee on Health and Human Services under the chairmanship of Senator Lois Kolkhorst. In this role, he analyzed bills referred to the committee, provided legislative recommendations to committee members, and met with stakeholders to craft legislation. From August 2018 – January 2021, Austin served as District Director to a former member of the Texas House of Representatives.
